They used last Friday's exchange rate, which happens to be the lowest the dollar has been in years. Now it has bounced back up. It seems like the tellers (or maybe only the teller from that specific branch) weren't trained well about the EON card's functions, let alone its use in withdrawing PayPal payouts.
